Help with 7th Grade Pre-Algebra homework?

Luke and Lissa were asked to solve a percent problem using the numbers 17 and 45. Luke found 17% of 45, but Lissa found 45% of 17. Explain why they both got the same answer. Would this work for other numbers as well? Why or Why not?
