How can someone come to study in America from Iran?

I have some family in Iran right now and they are planning to come to California to study. They want to apply for MBA and Mechanical Engineering. They want to get their Masters. I was wondering how can they apply to study so they can get their visas, how long will it take for them to come, if you know, what kind of universities, or cal states are good for them, and is the pricing the same as everyone in the universities and cal states?
